I'm totally in.

I heard the words I needed to hear: $20, USB, and dongle

which already has software support http://sdr.osmocom.org/trac/wiki/rtl-sdr

I have one of these, too. I haven't had a chance to get it working properly, though. If you want to pick a day to get together and play with RTL-SDR, I'd be in.
